The ISP use a method of up to 30MB/S policy (aka contract), they never abide to the commitment. If you have an advanced equipment and expertise you will notice that your connection to their main system is indeed all the time close or above the 30MB/S threshold but that is not the same when they throttle the connection from their location to the WWW depends upon their actual load.
