No, that applies to women too. I don't know what you mean by priority. Are you talking about job opportunities? I don't have any stats, but I have dealt with companies in the UAE that are run by women from the UK and the US.

Unions are supposed to be to keep the owners and management from exploiting labor because of the profit motive. There is no profit motive in the public sector because all the money is from the taxpayers. unions in the public sector pit the taxpayer against the public worker.
