I don't understand that graph. Net migration isn't falling(i.e. more people leaving then entering), the rate of net migration of falling. There's still more people coming in than out year on year surely?

I'll see if i can find more reliable statistics.

that is what the graph shows, the black line is the number of people that stayed in country you take the smaller of the blue and red line from the larger and you have the net figure
