And back to the topic of this thread. While I personally may agree that most if not all teenagers are "grown up enough" to be held responsible for their actions and prosecuted, blaming the court system for not executing them is pointless until we change the laws concerned.

We're blaming the court for letting them go free, not for failing to execute them. Let's not confuse the court's inability to execute criminals with an inability to sentence them to more or less appropriate terms of incarceration. Quibbling about how the law prevents anything from being done in Germany, or Austria, is pointless after how many years of these rape cases being ignored, dismissed, and made a mockery of. The law does provide judges with options other than declaring that 'the defendants said they are sorry, so I have no choice but to let them go free..." That judge chose to make a farce of his court, the law, and of justice. That is the point of the OP and the thread.
